Alternatives that are greener
A Environmentally Superior Alternative to the Project could reduce the overall impact of the project while maintaining the aesthetic character of the area. The plan would be substantially more expensive than the other plan, and the 13,234 homes would dramatically increase the number of trips taken by motorists. However, the development will likely follow the same design guidelines. The result would be a more attractive area.
To minimize the overall impact of the project's impacts to the environment, an Environmentally Superior Alternative (ESA) must be identified. Utilizing the "No Project Alternative" as an example, this choice reduces the impact related to noise from construction and vibration. The alternative will still meet the project's basic objectives. It might not be the right choice for the development. This is the reason an Environmentally Superior Alternative must be chosen.
A Environmentally Superior Alternative to the Project would reduce overall impacts on the surrounding region by about 60%. The alternative that has a higher density of housing will result in a balanced employment/housing ratio. The total employment would be reduced by 17 percent under the proposed plan while the alternative would eliminate the need for new parking. Alternative 2 would also generate less noise than the Proposed Project. Therefore, Alternative 2 is an Environmentally Superior Alternative to the Project.
The No Project/No Development Alternative would reduce the impact by diminuting the footprint of Project Site by approximately 50%. The Alternative would maintain the existing at-grade crossing on 13th Street. While the environmental impacts of the Project Alternative would be the same as the Alternative 1, the No Project/No Development alternative would reduce the environmental impact more. Both alternatives would have minimal environmental benefits. The Environmentally Superior Alternative to the Project would be a better choice than the Project.
A higher density of residential construction is an alternative
The Reduced Intensity Alternative, a viable development option, is superior to the Proposed Project. It would have minimal impact on aesthetics, urban decay and public services, while meeting nearly all its goals. The Reduced Intensity Option will include a buffer strip that reduces noise from construction and disturbance of land. This plan would not be able to achieve all of the goals of the project. However, it would bring about a number of desirable benefits for the community.
Three alternatives were analyzed by the OSA PEIR for the development. In addition to the original plan, three additional alternatives were chosen based on the latest information and CEQA Guidelines Section 15126.6. These options would lessen the overall impact of the project on air quality, and GHG emissions. These options would also decrease the development footprint. The Reduced Intensity Option would reduce overall impact and also reduce impacts on air quality, noise and climate change, among other environmental issues.
