The environmental impact assessment must consider all factors that could influence the environmental performance of the project in order to determine which alternative is more sustainable for the environment. The Environmental Impact Report provides this assessment.

The Proposed Project would cause significant impacts on the biological, cultural, and natural resources of the site. The Environmentally Preferable Alternative would reduce such impacts and promote an intermodal transportation system which reduces dependence on traditional automobiles. The Environmentally Preferable Alternative would have similar impacts on air quality, however it would be less severe in certain regions. Both options could have significant and unavoidable effects on air quality. However the Environmentally Preferable Alternative is preferred for the Proposed Project.

The Environmentally Preferable Alternative must be identified. In other terms, the Environmentally Preferable Alternative is the option that has the least environmental impact and has the lowest impact on the community. It also meets the majority of the project objectives. A Environmentally Preferable Alternative to the Project is a better choice than an alternative that doesn't meet Environmental Quality Standards

The Environmentally Preferable Alternative to the Project also reduces the amount of noise and development generated by the Project. It reduces the amount of earth movement, site preparation and construction, and reduces noise pollution in areas where noise sensitive land uses are situated. Since the Alternative to the Project is more environmentally friendly than the Proposed Project, it could be incorporated into the General Plan by addressing land use compatibility factors.
