The Proposed Project would cause significant impacts on the biological, cultural and natural resources of the site. The Environmentally Preferable Alternative would reduce the negative impacts and encourage intermodal transportation that minimizes dependence on traditional automobiles. The Environmentally Preferable Alternative would have similar impacts on the quality of air, but it would be less severe in certain areas. While both alternatives could have significant unavoidable impact on air quality, the Environmentally Preferable Alternative would be preferred for the Proposed Project.

The Environmentally Preferable Alternative must be identified. In other words the Environmentally Preferable Alternative is the alternative that has the least environmental impact and the least impact on the community. It also meets most of the project's objectives. An Environmentally Preferable Alternative is a better option than an alternative that doesn't meet Environmental Quality Standards

The Environmentally Preferable Alternative to the Project also reduces the amount of noise and development generated by the Project. It reduces the amount of earth movement, site preparation and construction, and it reduces noise pollution in areas where noise sensitive land uses are located. Since the Alternative to the Project is environmentally more sustainable than the Proposed Project, it could be incorporated into the General Plan by addressing land compatibility issues.
