Electric utilities have historically been either a buyer or seller of renewable energy. Some vertically integrated utilities have signed power purchase agreements with independent power producers. They have not yet built their own projects nor incorporated them into the rate base. They receive a return on equity that they have invested in power plants or transmission lines. This is a benefit for the utility, however it also comes with a high risk.
