Some vertically integrated utilities have entered into power purchase agreements with independent power producers. They have not yet built their own power plants nor have they incorporated them into the rate base. They get a return on the equity they have invested in transmission lines or power plants. This is an advantage for the utility, but it also comes with a substantial risk.
